To change an announcement color "in bulk", use the following command;
UPDATE 'wp_postmeta'
SET 'meta_value' = '#WhatEverHexColor'
WHERE 'meta_key' = 'announcement_color';
NOTE: WhatEverHexColor should be a six character RGB color code.
This can be applied to other values as well.
